Fair use rationale for File:Ocean Seal.JPG

File:Ocean Seal.JPG is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use.

Central Jersey vs Jersey Shore

There have been some questions about whether or not Ocean County is part of Central Jersey or the Jersey Shore. A lot of edits have been made on the subject and I think it's best to hash out before making changes back and forth. For what it's worth, most of what I've seen either considers it Central Jersey or both, but not exclusively Jersey Shore. Both regions are nebulous, including and excluding parts of multiple counties and towns, but no county is completely in the Jersey Shore region (which include PARTS of Cape May, Atlantic, Ocean, and Monmouth counties) whereas the entirety of some counties are considered Central (Mercer, Monmouth, etc.).

I will gather some sources and pull up the ones provided in previous edits to help reach a conclusion, but I have a feeling it'll be best to just include a statement in the way "is part of multiple regions, with the majority falling in both Central Jersey and the the Jersey Shore (specifically the barrier island and coastal municipalities)." or something of that sort. Well I'll eat a bit of crow on that, as, according to the State of NJ, Monmouth in "Central Jersey Debatable": Office of the Governor | Official Map of Central Jersey (nj.gov)
This shouldn't be taken as proof that Monmouth and Ocean are NOT part of Central though, as the state itself of saying that it's really up to the person and, by my guess, also depending entirely on the area your speaking of (i.e. no one would consider Jackson or Allentown to be part of the Shore region, but Sandy Hook and Seaside Heights definitely are).
